SUBJECT AREA: Textiles[br]b. 14 May 1771 Newtown, Montgomeryshire, Walesd. 17 November 1858 Newtown, Montgomeryshire, Wales[br]Welsh cotton spinner and social reformer.[br]Robert Owen's father was also called Robert and was a saddler, ironmonger and postmaster of Newtown in Montgomeryshire. Robert, the younger, injured his digestion as a child by drinking some scalding hot "flummery", which affected him for the rest of his life. He developed a passion for reading and through this visited London when he was 10 years old. He started work as a pedlar for someone in Stamford and then went to a haberdasher's shop on old London Bridge in London. Although he found the work there too hard, he stayed in the same type of employment when he moved to Manchester.In Manchester Owen soon set up a partnership for making bonnet frames, employing forty workers, but he sold the business and bought a spinning machine. This led him in 1790 into another partnership, with James M'Connel and John Kennedy in a spinning mill, but he moved once again to become Manager of Peter Drink-water's mill. These were all involved in fine spinning, and Drinkwater employed 500 people in one of the best mills in the city. In spite of his youth, Owen claims in his autobiography (1857) that he mastered the job within six weeks and soon improved the spinning. This mill was one of the first to use Sea Island cotton from the West Indies. To have managed such an enterprise so well Owen must have had both managerial and technical ability. Through his spinning connections Owen visited Glasgow, where he met both David Dale and his daughter Anne Caroline, whom he married in 1799. It was this connection which brought him to Dale's New Lanark mills, which he persuaded Dale to sell to a Manchester consortium for £60,000. Owen took over the management of the mills on 1 January 1800. Although he had tried to carry out social reforms in the manner of working at Manchester, it was at New Lanark that Owen acquired fame for the way in which he improved both working and living conditions for the 1,500-strong workforce. He started by seeing that adequate food and groceries were available in that remote site and then built both the school and the New Institution for the Formation of Character, which opened in January 1816. To the pauper children from the Glasgow and Edinburgh slums he gave a good education, while he tried to help the rest of the workforce through activities at the Institution. The "silent monitors" hanging on the textile machines, showing the performance of their operatives, are famous, and many came to see his social experiments. Owen was soon to buy out his original partners for £84,000.Among his social reforms were his efforts to limit child labour in mills, resulting in the Factory Act of 1819. He attempted to establish an ideal community in the USA, to which he sailed in 1824. He was to return to his village of "Harmony" twice more, but broke his connection in 1828. However, Behaviorism accepted, and indeed reinforced, the mechanistic assumption that the connections between stimulus and response were formed and maintained as simple, determinate functions of the environment.The Gestalt reaction took an opposite turn. It rejected the mechanistic nature of the associationist doctrine but maintained the value of phenomenal observation. In many ways it continued the Wurzburg school's insistence that thinking was more than association-thinking has direction given to it by the task or by the set of the subject. Gestalt psychology elaborated this doctrine in genuinely new ways in terms of holistic principles of organization.Today psychology lives in a state of relatively stable tension between the poles of Behaviorism and Gestalt psychology.... We must mean that it is young in the sense that physics was young at the time of Archimedes or in the sense that geometry was "founded" by Euclid and "fathered" by Thales. Sailing vessels were launched long before Archimedes discovered the laws of bouyancy [ sic], and pillars of identical circumference were constructed before anyone knew that C IID. We do not consider the ship builders and stone cutters of antiquity physicists and geometers. Nor were the ancient cave dwellers psychologists merely because they rewarded the good conduct of their children. The archives of folk wisdom contain a remarkable collection of achievements, but craft-no matter how perfected-is not science, nor is a litany of successful accidents a discipline. If psychology is young, it is young as a scientific discipline but it is far from clear that psychology has attained this status. And what I believe to be more important here is that I find in myself an infinity of ideas of certain things which cannot be assumed to be pure nothingness, even though they may have perhaps no existence outside of my thought. These things are not figments of my imagination, even though it is within my power to think of them or not to think of them; on the contrary, they have their own true and immutable natures. Thus, for example, when I imagine a triangle, even though there may perhaps be no such figure anywhere in the world outside of my thought, nor ever have been, nevertheless the figure cannot help having a certain determinate nature... or essence, which is immutable and eternal, which I have not invented and which does not in any way depend upon my mind. And so it came about that men of science began to lay some stress on the banishment of all philosophic influences from their work; while some of them, including men of the greatest acuteness, went so far as to condemn philosophy altogether, not merely as useless, but as mischievous dreaming. Thus, it must be confessed, not only were the illegitimate pretensions of the Hegelian system to subordinate to itself all other studies rejected, but no regard was paid to the rightful claims of philosophy, that is, the criticism of the sources of cognition, and the definition of the functions of the intellect. It does not seem to me important to decide whether science is philosophy or philosophy is science as long as one has a conception of both that makes both essential to a responsible view of the world and of man's place in it. (Putnam, 1975, p. xvii)What can philosophy contribute to solving the problem of the relation [of] mind to body? Twenty years ago, many English-speaking philosophers would have answered: "Nothing beyond an analysis of the various mental concepts." If we seek knowledge of things, they thought, it is to science that we must turn. Philosophy can only cast light upon our concepts of those things.This retreat from things to concepts was not undertaken lightly. Ever since the seventeenth century, the great intellectual fact of our culture has been the incredible expansion of knowledge both in the natural and in the rational sciences (mathematics, logic).The success of science created a crisis in philosophy. What was there for philosophy to do? Hume had already perceived the problem in some degree, and so surely did Kant, but it was not until the twentieth century, with the Vienna Circle and with Wittgenstein, that the difficulty began to weigh heavily. Wittgenstein took the view that philosophy could do no more than strive to undo the intellectual knots it itself had tied, so achieving intellectual release, and even a certain illumination, but no knowledge. A little later, and more optimistically, Ryle saw a positive, if reduced role, for philosophy in mapping the "logical geography" of our concepts: how they stood to each other and how they were to be analyzed....Since that time, however, philosophers in the "analytic" tradition have swung back from Wittgensteinian and even Rylean pessimism to a more traditional conception of the proper role and tasks of philosophy. Many analytic philosophers now would accept the view that the central task of philosophy is to give an account, or at least play a part in giving an account, of the most general nature of things and of man. (Armstrong, 1990, pp. 37-38)8) Philosophy's Evolving Engagement with Artificial Intelligence and Cognitive ScienceIn the beginning, the nature of philosophy's engagement with artificial intelligence and cognitive science was clear enough. The new sciences of the mind were to provide the long-awaited vindication of the most potent dreams of naturalism and materialism. Mind would at last be located firmly within the natural order. We would see in detail how the most perplexing features of the mental realm could be supported by the operations of solely physical laws upon solely physical stuff. Mental causation (the power of, e.g., a belief to cause an action) would emerge as just another species of physical causation. Reasoning would be understood as a kind of automated theorem proving. And the key to both was to be the depiction of the brain as the implementation of multiple higher level programs whose task was to manipulate and transform symbols or representations: inner items with one foot in the physical (they were realized as brain states) and one in the mental (they were bearers of contents, and their physical gymnastics were cleverly designed to respect semantic relationships such as truth preservation). (A. Clark, 1996, p. 1)Socrates of Athens famously declared that "the unexamined life is not worth living," and his motto aptly explains the impulse to philosophize. Taking nothing for granted, philosophy probes and questions the fundamental presuppositions of every area of human inquiry.... [P]art of the job of the philosopher is to keep at a certain critical distance from current doctrines, whether in the sciences or the arts, and to examine instead how the various elements in our world-view clash, or fit together. Some philosophers have tried to incorporate the results of these inquiries into a grand synoptic view of the nature of reality and our human relationship to it. Others have mistrusted system-building, and seen their primary role as one of clarifications, or the removal of obstacles along the road to truth. But all have shared the Socratic vision of using the human intellect to challenge comfortable preconceptions, insisting that every aspect of human theory and practice be subjected to continuing critical scrutiny....Philosophy is, of course, part of a continuing tradition, and there is much to be gained from seeing how that tradition originated and developed. But the principal object of studying the materials in this book is not to pay homage to past genius, but to enrich one's understanding of central problems that are as pressing today as they have always been-problems about knowledge, truth and reality, the nature of the mind, the basis of right action, and the best way to live. These questions help to mark out the territory of philosophy as an academic discipline, but in a wider sense they define the human predicament itself; they will surely continue to be with us for as long as humanity endures. The story of Greek civilization, and all civilizations, Nietzsche implied, was the gradual victory of Apollonian man, with his desire for control over nature and himself, over Dionysian man, who survives only in myth, poetry, music, and drama. Socrates and Plato had attacked the illusions of art as unreal, and had overturned the delicate cultural balance by valuing only man's critical, rational, and controlling consciousness while denigrating his vital life instincts as irrational and base. The result of this division is "Alexandrian man," the civilized and accomplished Greek citizen of the later ancient world, who is "equipped with the greatest forces of knowledge" but in whom the wellsprings of creativity have dried up. Among the higher mammals the great development of neocortex occurs.In each group of mammals there is a steady increase in the area of the association cortex from the most primitive to the evolutionarily most recent type; there is an increase in the number of neurons and their connections. The degree of consciousness of an organism is some function of neuronal cell number and connectivity, perhaps of neurons of a particular type in association cortex regions. This function is of a threshold type such that there is a significant quantitative break with the emergence of humans. Although the importance of language and the argument that it is genetically specified and unique to humans must be reconsidered in the light of the recent evidence as to the possibility of teaching chimpanzees, if not to speak, then to manipulate symbolic words and phrases, there are a number of unique human features which combine to make the transition not merely quantitative, but also qualitative. In particular these include the social, productive nature of human existence, and the range and extent of the human capacity to communicate. These features have made human history not so much one of biological but of social evolution, of continuous cultural transformation. (Rose, 1976, pp. 180-181)[S]ome particular property of higher primate and cetacean brains did not evolve until recently. But what was that property? I can suggest at least four possibilities...: (1) Never before was there a brain so massive; (2) Never before was there a brain with so large a ratio of brain to body mass; (3) Never before was there a brain with certain functional units (large frontal and temporal lobes, for example); (4) Never before was there a brain with so many neural connections or synapses.... Explanations 1, 2 and 4 argue that a quantitative change produced a qualitative change. It does not seem to me that a crisp choice among these four alternatives can be made at the present time, and I suspect that the truth will actually embrace most or all of these possibilities. (Sagan, 1978, pp. 107-109)The crucial change in the human brain in this million years or so has not been so much the increase in size by a factor of three, but the concentration of that increase in three or four main areas. The visual area has increased considerably, and, compared with the chimpanzee, the actual density of human brain cells is at least 50 percent greater. A second increase has taken place in the area of manipulation of the hand, which is natural since we are much more hand-driven animals than monkeys and apes. Another main increase has taken place in the temporal lobe, in which visual memory, integration, and speech all lie fairly close together. And the fourth great increase has taken place in the frontal lobes. Their function is extremely difficult to understand... ; but it is clear that they're largely responsible for the ability to initiate a task, to be attentive while it is being done, and to persevere with it. A switchboard as defined in the National Electrical Code is a large single panel, frame, or assembly of panels on which are mounted, on the face or back or both switches, overcurrent and other protective devices, buses, and, usually, instruments.
Switchboards are generally accessible from the rear as well as from the front and are not intended to be installed in cabinets.
The types of switchboards, classified by basic features of construction, are as follows:

The IEC 61439 standard aims to better define " low-voltage switchgear and controlgear assemblies", ensuring that the specified performances are reached.
It specifies in particular:

Equipment produced in accordance with the requirements of this switchboard standard ensures the safety and reliability of the installation.
A switchboard must comply with the requirements of standard IEC 61439-1 and 2 to guarantee the safety and reliability of the installation.
Managers of installations, fully aware of the professional and legal liabilities weighing on their company and on themselves, demand a high level of safety for the electrical installation.
What is more, the serious economic consequences of prolonged halts in production mean that the electrical switchboard must provide excellent continuity of service, whatever the operating conditions.

[Перевод Интент]LV switchgear assemblies are undoubtedly the components of the electric installation more subject to the direct intervention of personnel (operations, maintenance, etc.) and for this reason users demand from them higher and higher safety requirements.
The compliance of an assembly with the state of the art and therefore, presumptively, with the relevant technical Standard, cannot be based only on the fact that the components which constitute it comply with the state of the art and therefore, at least presumptively, with the relevant technical standards.
In other words, the whole assembly must be designed, built and tested in compliance with the state of the art.
Since the assemblies under consideration are low voltage equipment, their rated voltage shall not exceed 1000 Va.c. or 1500 Vd.c. As regards currents, neither upper nor lower limits are provided in the application field of this Standard.
The Standard IEC 60439-1 states the construction, safety and maintenance requirements for low voltage switchgear and controlgear assemblies, without dealing with the functional aspects which remain a competence of the designer of the plant for which the assembly is intended.

Шкала номинальных напряжений ограничена сравнительно небольшим числом стандартных значений, благодаря чему изготавливается небольшое число типоразмеров машин и оборудования, а электросети выполняются более экономичными. В установках трехфазного тока номинальным напряжением принято считать напряжение между фазами (междуфазовое напряжение). Согласно ГОСТ 29322—92 установлена следующая шкала номинальных напряжений:
для электросетей переменного тока частотой 50 Гц междуфазовое напряжение должно быть: 12, 24, 36, 42, 127, 220, 380 В; 3, 6, 10, 20, 35, 110, 150, 220, 330, 500, 750 и 1150 кВ;
для электросетей постоянного тока: 12, 24, 36, 48, 60, 110, 220, 440, 660, 825, 3000 В и выше.-
по способу присоединения к электросети ПС разделяются на:
- тупиковые (блочные),
- ответвительные (блочные),
- проходные (транзитные)
- узловые.
Тупиковые ПС получают питание по одной или двум тупиковым ВЛ.
Ответвительные ПС присоединяются ответвлением к одной или двум проходящим ВЛ с односторонним или двухсторонним питанием.
Проходные ПС включаются в рассечку одной или двух проходящих ВЛ с односторонним или двухсторонним питанием.
Узловые ПС кроме питающих имеют отходящие радиальные или транзитные ВЛ.-
по способу управления ПС могут быть:
- только с телесигнализацией,
- телеуправляемыми с телесигнализацией,
- с телесигнализацией и управлением с общеподстанционного пункта управления (ОПУ).
Подстанции оперативно обслуживаются постоянным дежурным персоналом на щите управления, дежурными на дому или оперативно-выездными бригадами (ОВБ). Ремонт ПС осуществляется специализированными выездными бригадами централизованного ремонта или местным персоналом подстанции.
В РУ напряжением до 1000 В провода, шины, аппараты, приборы и конструкции выбирают как по нормальным условиям работы (напряжению и току), так и по термическим и динамическим воздействиям токов коротких замыканий (КЗ) или предельно допустимой отключаемой мощности.

November 1919 Nice, France[br]Swiss engineer, inventor of the compound steam locomotive and the Mallet articulated locomotive.[br]Mallet's family moved to Normandy while he was still a child. After working as a civil engineer, in 1867 he turned to machinery, particularly to compound steam engines. He designed the first true compound steam locomotives, which were built for the Bayonne- Biarritz Railway in 1876. They were 0–4–2 tank locomotives with one high-pressure and one low-pressure cylinder. A starting valve controlled by the driver admitted high-pressure steam to the low-pressure cylinder while the high-pressure cylinder exhausted to the atmosphere. At that time it was thought impracticable in a narrow-gauge locomotive to have more than three coupled axles in rigid frames. Mallet patented his system of articulation in 1884 and the first locomotives were built to that design in 1888: they were 0–4–4–0 tanks with two sets of frames. The two rear pairs of wheels carried the rear set of frames and were driven by two high-pressure cylinders; the two front pairs, which were driven by the high-pressure cylinders, carried a separate set of frames that was allowed sideplay, with a centre of rotation between the low-pressure cylinders. In contrast to the patent locomotive of Robert Fairlie, no flexible connections were required to carry steam at boiler pressure. The first Mallet articulated locomotives were small, built to 60 cm (23.6 in.) gauge: the first standard-gauge Mallets were built in 1890, for the St Gotthard Railway, and it was only after the type was adopted by American railways in 1904 that large Mallet locomotives were built, with sizes increasing rapidly to culminate in some of the largest steam locomotives ever produced. In the late 1880s Mallet also designed monorail locomotives, which were built for the system developed by C.F.M.-T. Шкала номинальных напряжений ограничена сравнительно небольшим числом стандартных значений, благодаря чему изготавливается небольшое число типоразмеров машин и оборудования, а электросети выполняются более экономичными. В установках трехфазного тока номинальным напряжением принято считать напряжение между фазами (междуфазовое напряжение). Согласно ГОСТ 29322—92 установлена следующая шкала номинальных напряжений:
для электросетей переменного тока частотой 50 Гц междуфазовое напряжение должно быть: 12, 24, 36, 42, 127, 220, 380 В; 3, 6, 10, 20, 35, 110, 150, 220, 330, 500, 750 и 1150 кВ;
для электросетей постоянного тока: 12, 24, 36, 48, 60, 110, 220, 440, 660, 825, 3000 В и выше.-
по способу присоединения к электросети ПС разделяются на:
- тупиковые (блочные),
- ответвительные (блочные),
- проходные (транзитные)
- узловые.
Тупиковые ПС получают питание по одной или двум тупиковым ВЛ.
Ответвительные ПС присоединяются ответвлением к одной или двум проходящим ВЛ с односторонним или двухсторонним питанием.
Проходные ПС включаются в рассечку одной или двух проходящих ВЛ с односторонним или двухсторонним питанием.
Узловые ПС кроме питающих имеют отходящие радиальные или транзитные ВЛ.-
по способу управления ПС могут быть:
- только с телесигнализацией,
- телеуправляемыми с телесигнализацией,
- с телесигнализацией и управлением с общеподстанционного пункта управления (ОПУ).
Подстанции оперативно обслуживаются постоянным дежурным персоналом на щите управления, дежурными на дому или оперативно-выездными бригадами (ОВБ). Ремонт ПС осуществляется специализированными выездными бригадами централизованного ремонта или местным персоналом подстанции.
В РУ напряжением до 1000 В провода, шины, аппараты, приборы и конструкции выбирают как по нормальным условиям работы (напряжению и току), так и по термическим и динамическим воздействиям токов коротких замыканий (КЗ) или предельно допустимой отключаемой мощности.
